I guess when it comes to sibsidised child care I was thinking about the UK and Ireland — which are the jurisdictions with which I am most familiar. I believe the same is true of much of Europe. Thank you for pointing out how backward the United States is in its Social programmes.

On the substantive point, you have not really answered my question. Yes, men made the rules. But why did women allow them to do so? Is that not and indication of their readiness to submit to male domination? For centuries the majority of men were also not given the vote. The situation goes much deeper than just the ability to choose who governs. It is also much more complex. In many royal or aristocratic households, although the men issued the decrees, it was often their women who made the case behind the scenes
