It strikes me that the missing element in this analysis is the comparatively recent tendency of pastoralists to infiltrate the cities. I'm guessing that a significant proportion, if not a majority, of modern day city dwellers are pastoralists. This would go some way to explaining the extent to which city dwellers still cling to the old gods and the associated behaviours.
