It seems to me that this sentence falls into the very trap you are decribing. Because you are asking the imppossible. We can't just shut down all fossil fuel based enrgy production and all the essential services that depend upon it. It has to be a phased switch to alternatives, coupled with a similarly phased reduction in demand. That's why the 'targets' and 'goals' are so essential.
But, of course, the targets and goals have to be accompanied by a strategy that science shows will take us in the right direction. A strategy agreed by governments across the globe and supported by the public. Which, in turn, requires a massive educaation program.
From subsidising improved insulation of buildings and alternative heat sources such as ground and air source heat pumps, to persuading communities to accept alternative energy projects close by, along with the necessary transmission upgrades.
