I agree with the idea implicit in some of the other comments: rights can only exist when individuals recognise and enact their responsibilities towards their fellows. So, responsibilities first, then rights as a consequence. And, that, of course, means that people have to accept that they have a responsibility for the well being of others.

I have written elsewhere about the need to go back to basics when discussing these issues. In order to survive everyone must provide the means to feed, shelter and clothe himself. For those too yung, too old or in some way incapacitated, do we leave them to die or do we, the able bodied ones, provide sufficient food, clothing and shelter to enable them to survive? All so called rights depend on each individual being willing to take on this burden of responsibility.

That being said, you are much more skilled in articulating these ideas than am I, so thank you for this.
