Fact check: no it wasn't. The EU policy was that refugees should claim assylum in the first EU member state in which they arrived. Many wanted to come to the UK, hence the encampments on the French coast and the numbers illegally entering the UK concealed in trucks or in unseaworthy boats - as they still do, long after Brexit.
